Emma Stockwell

About My Work

Emma Stockwell has many years’ experience in working for public sector organisations in the health and social care field, predominantly within the NHS, as well as national regulators such as the Care Quality Commission and other national bodies such as Health Education England.

Emma represents clients at inquests and in judicial review proceedings often involving public consultation and service transformation issues. One of Emma’s specialisms is corporate governance. She advises clients on their powers and duties and has assisted foundation trusts and CCGs in drafting and applying their constitutions and standing orders. Emma also advises on commissioning issues and the regulation of primary care practitioners, undertaking work for NHS England and CCGs on all performance and contractual matters.

Emma completed her law degree at the University of Leicester and subsequently studied at the College of Law in York. During her studies, Emma spent a year in Strasbourg studying law at Strasbourg University and whilst there worked at the European Parliament assisting a numbers of MEPs.

Notable Experience

  • Represented a number of NHS bodies in judicial review proceedings concerning decisions not to commission specific services
  • Advised on the content of various NHS foundation trust and CCG constitutions
  • Advised a number of CCGs on conflicts of interest policies and their application
  • Acted for a strategic health authority in the Mid Staffordshire public inquiry
  • Assists with hosting meetings of the NW FT Secretaries Forum discussing FT governance issues
